Make keeping to manifesto pledges compulsory
Legislation should be introduced so that Governments cannot lawfully undertake structural reforms without providing specific and comprehensive details in advance in their election manifestos.
This would apply in the following areas -
Health, education, welfare, social security, pensions, constitutional affairs, civil liberties
The only permitted exception would be if Britain were involved in a war that was so serious as to require conscription. Any such reforms then undertaken would be allowed only on a temporary basis.
