We call upon the PM to declare a Public Health Emergency
We call upon the government to declare a public health emergency under the powers granted in the Civil Contingencies Act and unlocking the powers contained therein to allow local and national government to take appropriate action to control the spread of Covid19

The Government e-Petitions Team gave the following reason:
The declaration of Public Health Emergencies of International Concern area matter for the World Health Organisation (WHO), not the Government or Parliament. WHO declared the coronavirus outbreak a Public Health Emergency of International Concern on 30 January 2020.
Since you started your petition, the Coronavirus Act 2020 has been passed, to provide powers needed to respond to the current coronavirus epidemic: http://www.legislation.gov.uk/ukpga/2020/7/contents/enacted
You could start a new petition calling for the Government to take particular actions using powers provided for by the Civil Contingencies Act.
