The Government e-Petitions Team gave the following reason:

The Government has announced the closures of all schools and colleges to most students, but decisions about exams are a matter for exam boards and individual educational institutions, and are not a matter for the UK Government or Parliament.

The Government has said that the exam regulator, Ofqual, and exam boards will work with teachers to provide grades to students whose exams have been cancelled this summer: www.gov.uk/government/publications/covid-19-school-closures/guidance-for-schools-about-temporarily-closing
