Allow at least one enterprise zone for most counties.

Additional Information

Each county knows more about its economic situation then Westminster. If they work in conjunction with Local Economic Partnerships, I do not see why they cannot have at least one Enterprise Zone in each county. exceptions can be made for smaller counties.
