Increase smoking age by one year every year

Additional Information

Every year make the minimum smoking age go up by 1.
Those who are smoking therefore continue to be able to, whilst those below age will always remain so.
After a generation or two, the sale of tobacco will thus gradually become phased out without imposing on any existing smokers.
