Limit number of items all supermarkets and online shops can sell to people.
To limit the number of items each customer can buy in all supermarkets,
all grocery shops and all online supermarkets as well.
If someone buys too many items in a supermarket or public shop then there will not be enough left for other people when they get around to shop in there.
