Enforce a strict rationing on food stuffs for all households via gov.uk website.
Suggested amount would be £15 per head, per household, per week. This could be monitored and enforced using QR/Bar codes via a mobile phone app and scanned by the retailer. This would enable budgeting for those on lower incomes.
Certain sections of society just aren't listening and are making it harder for everyone else. This then becomes self fulfilling.
