Stop people from outer and infected counties traveling to Cornwall to isolate in their second homes or wherever they may rent

Additional Information

Our hospital capacity is already too low for an influx of people from other parts of the UK incase of mass infection of Coronavirus and the need for care will be too high. Access to hospitals should prioritize local and native people of the county.
