Overturn agency work/Zero Hours contract , Due to economic effects of covid-19
Stop agency's from with holding workers from looking for other work with no income from catastrophic disasters. And scraping of emergency tax for worker under agency work if 2 jobs needed. Due to disasters.
To give Agency workers/Zero Hrs contractors the safety net they need with employs only being able to take on staff and not using agency's..

Employers are not allowed to stop workers employed under a zero hours contract from working for another employer by putting an "exclusivity clause" in their contract: www.gov.uk/government/publications/zero-hours-contracts-guidance-for-employers/zero-hours-contracts-guidance-for-employers#exclusivity-clauses
If someone has two jobs and neither income is above their personal allowance, they can already apply to HMRC to have their personal allowance split between their jobs: www.moneyadviceservice.org.uk/en/articles/pay-and-tax-when-working-in-more-than-one-job
