The Government e-Petitions Team gave the following reason:
We understand that you want pubs to be reopened, but it's not clear exactly how you want the Government to make this happen.
The Government has included public houses on the list of businesses and venues that must remain closed, and you could start a petition calling for them to be removed from this list, but it would then be a matter for individual pubs, not the Government or Parliament, whether or not the reopen.
