Simple enforcement of supplies
Only baskets to be used in supermarkets, no trolleys in the current circumstances
Help people who cannot get groceries and stop selfish idiots, to keep things continuous without ensuring impending panic.

This would be a decision for individual retailers, not the UK Government or Parliament. In any case, it could prevent people with disabilities, or frail and elderly people from being able to access groceries.
