Make supermarkets limit all customers to one shopping basket per visit.
Limit people to one supermarket basket per visit to stop greedy people emptying the shops.
To stop panic buying and allow all people to have a fair chance to shop for their families.

This would be a decision for individual retailers, not the UK Government or Parliament. In any case, preventing the use of trolleys could prevent people with disabilities, or frail and elderly people from being able to access groceries.
