Bring in alternatives to the banks to provide loans /finance for small /medium businesses.

Additional Information

In Germany and the US alternatives to the banks are available loans to companies. In Germany state local credit flowing to businesses and the US has the US Small Business Administration to provide loans. Yet the UK has nothing apart from the banks and building societies to provide major competition.
