Enforce Covid19 controls by law.
Make the guidance to control the cononavirus outbreak enforced by law. Issue penalties to those who do not adhere to them. Control the supply of vital items.
We can not rely on obedience to the guidelines by good will to control the outbreak. Too many people don't understand or don't care. There are too many people continuing to go about their daily business as if nothing is wrong (apart from buying extra toilet roll). We can not entrust the safety of our vulnerable citizens to voluntary compliance.
