Impose Social distancing at any open essential shops
All shops should place queue markers inbetween each customer to ensure visitors stand at least 6 feet away from each other, number of customers restricted inside the premise at one time and all businesses should be looking to increase delivery capacity with support from the government.
This would be in the interest of public health and safety reducing the transmission risk of Covid-19 in a community setting and ensuring the continuance of business with food and medical supplies to those that need it in a safer manner.

Supermarkets are already enforcing social distancing in the ways you set out.
You could start a petition calling for the Government to change the law to limit the number of people allowed into shops, if that's what you'd like to see happen.
