Petition Action

Covid 19. Stop second home owners pressurising local services for locals.

Petition Details

To give local shops and services the power to serve locals first by asking for proof of primary address to prioritise their needs over second home owners.

Additional Information

In known second home areas (Cornwall, Devon, Norfolk etc.) there has been an influx of people, since schools shutdown, choosing their rural second homes to socially isolate, pressurising services built around local populations. These locals are often not as financially secure as second home/holiday owners, and unable to travel to different places to buy their basics. Many locals in the hospitality trade are now unemployed. Many locals have to rely on local shops as transport is difficult.

The Government e-Petitions Team gave the following reason:

The opening arrangements for supermarkets are a matter for individual retailers, not the Government or Parliament. A number of retailers have announced plans to open early for elderly or vulnerable customers. You should contact your local supermarket to find out if they have put such arrangements in place.

The Government has made certain changes to enable supermarkets to work together during the coronavirus outbreak, particularly to serve customers who are elderly, ill or vulnerable: www.gov.uk/government/news/supermarkets-to-join-forces-to-feed-the-nation

The Government has also stated that people must remain in their primary residence, and that travelling to second homes for isolation purposes or holidays does not constitute essential travel: www.gov.uk/government/news/covid-19-essential-travel-guidance
