Have the current and future governments be legally bound by their policies

"In a YouGov poll, 62% of respondents agreed "politicians tell lies all the time and you can't believe a word they say"."
It is clear that there needs to be legislation that ensures that the current PM and future governments are legally bound by what they say their policies are.
