Insurance companies finding excuses not to pay for disruption and loss of earnings due to a notifiable disease, it has to be manifesting itself on the premises for them to consider.
What do we pay insurances for????

Businesses are already suffering and many won’t reopen due to the covid-19

The decision to pay out under a policy is one for individual insurance companies, not the UK Government or Parliament.
