People undertaking unpaid work as part of a Community Service Order to pick litter along road verges

Litter in the UK has almost got to crisis point with Councils saying they have no money to pick rubbish along roads and verges and the Highways Agency saying the same. People who undertake unpaid work as part of a community penalty should be made to pick this litter by way of reparation to society.
