Remove the Personal Allowance and replace it with a Universal Basic Income
The first £12,500 of earnings is not taxed as part of a personal allowance. The government should remove this and tax everyone at 20%, and instead provide that extra money as a Universal Basic Income
A Universal Basic Income would provide everyone with money when they are out of work (unemployed, disabled, on maternity/paternity leave etc), which would help them to continue to pay for the things they need. Working people would pay back the unneeded UBI through taxation, and would simplify the tax bands, making HRMC more efficient in the process (no need to chase/rebate irregularly paid citizens).
