Only penalise the areas of the uk that are not adhering to lockdown rules
Make more severe measures for the areas, cities or towns that are not adhering to the government rules on lockdown
There are many people in the uk in many areas that are adhering and respecting what the government have asked and sticking to the rules and regulations set these people should not be penalised for the behaviour of others that cannot seem to stick to these guidelines and they are the ones that are going to escalate the spread of the virus and put every one and the nhs at risk
