Additional Information

To eliminate the unfairness of Winter Fuel Payments which are refused to people who left the United Kingdom prior to reaching the Qualifying date regardless of full contributions having been paid.

If full contributions towards State Pension have been paid then Winter Fuel Allowance should be paid also.
