Dog Licence of £100 Except OAP's

Additional Information

Reinstate a mandatory dog licence of £100 per dog.
Free to everyone of pensionable age.
Collected through the Post Office or Online.

This licence would place the responsibilty to be good owners with the licence holders, and would enable councils ( who could recieve a share of the fee), to recind the licences of irresponsible owners.
