Setting tuition fees for international students is a matter for individual universities, not the Government or House of Commons.
If you feel your university is not providing the education your are entitled to, you can complain directly to your university. If you are not happy with how your university deals with your complaint you can escalate this to the Office of the Independent Adjudicator for Higher Education: www.oiahe.org.uk/students/can-you-complain-to-us/
