Give NHS staff the do not treat order if they have no PPE or inadequate PPE.
FROM A SIMPLE PROTECTION OF THE NHS point of view if staff continue to treat while risking their lives - they risk staff numbers crumbling due to staff deaths / being off sick = which means in effect they are consequentially indirectly refusing to treat by being unable to treat.
