Change City Status decision process

Additional Information

We the undersigned call upon the Government to change the process in which towns can be upgraded to City Status.
City status is a rare, distinct honour granted by a Monarch, but the process of elevation rests in the hands of the Government.
We urge the Government to look into the entire process and create proper and binding guidelines.
