Allow Private candidates to obtain calculated grades.
Allow Private candidates that do not have existing relationships with their exam centres to have their work submitted to obtain a calculated grade for their exams. These students have completed assessments, mock exams and more under exam conditions like their peers at schools and colleges.
Private candidates without existing relationships with their exam centres have worked hard much like their peers at sixth forms and high schools. These students, myself included deserve the same treatment that OFQUAL has given those at sixth forms and high schools. It is common knowledge gap year students often do better than their first sitting statistically. Reliable data can be submitted through video evidence of sitting mocks under exam conditions, assessments, private tutors and much more.

The Government e-Petitions Team gave the following reason:
The Government has published guidance on cancellation of GCSEs, AS and A levels in 2020, which includes advice for private candidates or home educated students: www.gov.uk/government/publications/coronavirus-covid-19-cancellation-of-gcses-as-and-a-levels-in-2020/coronavirus-covid-19-cancellation-of-gcses-as-and-a-levels-in-2020#what-about-private-candidates-or-home-educated-students
However, decisions about exams and assessments are a matter for exam boards, individual schools and Ofqual, and are not a matter for the UK Government or Parliament.
