Special measures - perpetrators of domestic violence - pandemic 'lockdown'.
Special measures must include immediate incarceration of offenders and temporary housing or other accommodation for victims, leading to permanent measures later on.
During this lockdown around the corona virus pandemic (or other pandemic, however defined) potential or actual victims of domestic abuse are more or most likely to be vulnerable, especially as services are 'stretched' to breaking point.

The Government e-Petitions Team gave the following reason:
The Government has announced funding for organisations to provide support, including housing, for people affected by domestic violence, during the Covid-19 pandemic.
Decisions on imprisonment for offenders is a matter for the courts and the police, not the Government and Parliament.
