Outlaw mortgage early repayment penalties.
Penalising house owners to the tune of thousands of pounds for trying to pay off more than a certain percentage of their mortgages each year keeps people unnecessarily in debt for no other reason than increased profits for the banks and buikling societies. In the current climate particularly, the government claims to be encouraging frugality and yet allows mortgage lenders to make vast profits from denying people the right to get themselves out of debt, even if they have the funds to do so.
