Publish all reports, data and recommendations from the Cygnus pandemic exercise
The national Exercise Cygnus in 2016 examined how prepared the health system was to deal with a flu pandemic. The then Chief Medical Officer said it showed systems could be overwhelmed by a virus without group immunity. The report and recommendations are classified: they should be published in full.
Exercise Cygnus had involvement at UK Ministerial level and by the Wales, NI and Scotland administrations. Reported remarks by Sally Davies (CMO) in late 2016 stated the exercise showed supplies of ventilators and PPE running out, with critical care and morgue provision overwhelmed. No changes to the official national plans for a pandemic (which date back to 2011-14) resulted from Cygnus. How did the government’s reaction or lack of reaction to Cygnus affect the official response to COVID-19?
