Home Office/Border Agency to close borders or quarantine people on arrival.
The vast majority of us are abiding by the lockdown and are dismayed that the government are still allowing people into the country with no sign of them being accurately tested or quarantined. This puts the country at risk and is why we have this problem in the first place.
Whilst we are dealing with the virus and in lockdown, it goes without saying that the best course of action is to cease or heavily restrict flow into the country and anyone that absolutely must enter this country should be subject to a couple of weeks quarantine regardless of whether they have been tested elsewhere before entering. This is just common sense to reduce the risk of reoccurrence.
