Companies registered in off-shore tax havens should not be given financial aid.
Legislate that companies based in tax havens in accordance with EU guidelines cannot receive compensation, insofar as it is possible to cut them off under EU law and any other international obligations.
Companies that seek to avoid their obligations to broader society by lowering taxes and contributing less that their fair share in order to maximise profits should not be eligible to get bailed out.
