Make it illegal to run a cat over and not report it to the police
Make it mandatory to report knocking a cat down, the same as it is for dogs.
Most cats wear collars or are microchipped. This would save the owners lots of distress when their cats go missing and they don't find out what has happened to them. It may also get some drivers to be a little more careful.
