Change the SBGF council guidelines to include operators within Indoor Markets

Petition Details

Add an exception to the council guidelines for awarding SBGF, allowing for the inclusion of businesses operating within Indoor Markets who contribute to business rates via a service charge. They should of course be expected to prove trading prior to March 2020 and hold a valid lease/license.

Additional Information

The council could confirm whether an application is valid by: 
- HMRC registration pre March 2020 linked to the business address 
- Food premises registration 
- Alcohol permit registered to the premises 
- Recent acceptable bills addressed to the named person/business at the business address 
- A supporting letter from the Market Operator/Business Rates Payer confirming the applicant was trading/paying rent to the market as of March 2020 and therefore contributing to the business rates
