The Government e-Petitions Team gave the following reason:
This is a matter for the local authority, which appears to be East Staffordshire Borough Council, not the UK Government or Parliament. It would be for East Staffs Council to issue a TPO: www.gov.uk/guidance/tree-preservation-orders-and-trees-in-conservation-areas.
You could start a petition on this issue on the Council's e-petition system here: http://www.eaststaffsbc.gov.uk/council-democracy/e-petitions.
