Abolish 'Road Tax' as it's popularly termed, and replace it with a levy on fuel.
Treat motorists fairly, in tax terms, according to the mileage they cover.
'Road Tax' as it's popularly called, is obsolete. If I take a restuarant meal, do I pay the same no matter what I eat? Of course not, it depends on my menu choices. A motorist covering a low annual mileage currently pays the same 'road tax' as another motorist driving a similar car but who covers a huge mileage. How can this possibly be considered fair, right and just?
