Have The Scottish Devolved Administration closes down as unfit for purpose
To take a meaningful vote to close the snp devolved administration.
The Scottish devolved administration is not providing an effective and efficient service for the Scottish people.

Returning devolved powers would be a decision for the people of Scotland, rather than the UK Government or Parliament. You could start a new petition calling for an action that's the responsibility of the UK Government or Parliament, for example calling for a referendum in Scotland on ending devolution and returning powers to the UK Government and Parliament, if that's something you want to happen.
