Right to Compensation when Police deprive third parties of Security

Seek a definition of "security" under the European Convention on Human Rights which recognises that when someone's house is broken into by the police then the owner's human rights have been violated unless the police make good all damage within seven days or the owner (and not some other person) is charged with an offence as a result of the raid. Further recognise that placing financial barriers in the way of attempting to obtain this compensation is itself a violation of the Human Rights Act's requirement for an effective remedy. This should be backdated to the passing of the Human Rights Act.
