No compulsory schooling until there is a vaccine. Offer optional attendance.
Expecting children to adhere to social distancing rules is unrealistic. Therefore sending them back to school is a risk to them, their families and close community. Partially open the schools for small amounts of pupils on an optional basis until there is a vaccine.
Fully opening schools will cause a surge in Social mobility, and cause many potential contamination opportunities.
