20 MPH not a legally enforceable speed limit
A radio was talking about speed limits and the fact that 20 MPH is not a legally enforceable speed limit and effectively means even someone drive over 30 mph is not committing an offence. So in effect, the police would have to find a different offence.
When it is agreed a limit should be 20mph be should become a legally enforceable speed limit.
