Bits and pieces is a gem in Scotland so why not make it the national anthem

The Government e-Petitions Team gave the following reason:
National anthems are a matter of tradition, and adopting any national anthem for Scotland would be a matter for the Scottish Government, not the UK Government or House of Commons.
