Keep schools closed for non essential workers until September 2020
With COVID still rising and no vaccine or cure and with the government unsure of how children transmits the virus, the risk is too high for a matter of weeks for primary school children to return. Keeps schools closed or at least voluntary for those who want to assume the risk
Because they are the only ones that can legally implement it
