government sponsored basic car insurance
The insurance industry makes much profit on the back of the legal requirements for the drivers on the road to carry third part cover as a minimum. There may be many providers of insurance cover, but premiums, however small will have to be paid.
HMRC as a vehicle for collecting revenue from all UK sources is well set up to institue and administer basic insurance cover for all UK resident driving license holders, throught their tax code,PAYE etc. Any individual needing extra cover can do so through private arrangements with commercial providers.
