0930 should mean Off Peak for bus pass holders

I would dlike to recommend that the government should have a set start time 0f 0930 for all holders of Consessionary Travel Bus Passes on a National scale which includes Scotland,Wales and Northern Ireland.
Areas which operate before 0930 Monday to Friday, those county councils should cease this, and have a national ruling where County Councils cannot alter the times as laid down.
Off Peak Travel, if those with passes use the system before that time should be subject to a fare.
And also after 2300 as well.
