Regulate The Wasteful Use of Helium (eg Party Balloons)

Additional Information

Helium is a natural resource in short supply that is essential for a number of scientific purposes. Once released it is lost to the upper reaches of the atmosphere. The government should regulate the supply of helium, limiting its frivolous use, for example in party balloons, in order to ensure a low cost supply for scientific use in the future.
