Mandatory hiring targets of ethnic minorities and publication of compliance data
There should be mandatory hiring targets in public sector employment and contracts to reflect the demographics similar to what obtains in the USA. There should be annual publication of compliance records.
There are still areas of the economy with opaque rules regarding employment and contract awards.

The UK Government is not responsible for the recruitment processes of the majority of public sector workers, including the NHS and the education sector.
You could start a petition calling on the Government to commission a review into the diversity of Civil Service staff, for which they are responsible, if that is something you'd like to happen.
