Vary fines by offenders' ability to pay

Fines will be both fairer and more effective if the sentencing authorities consider the offender's ability to pay rather than simply the gravity of the offence.

A fine should be levied as a percentage of the offender's "wealth" rather than a fixed amount. "Wealth" in this context would comprise both the offender's assets and income.

A fine of £100 will not deter a city banker from being drunk and disorderly, but could seriously harm the family of an unemployed person committing the same offence.
