Replace The Queen’s Royal Yacht with a new British built craft paid for by public subscription
After 67 years of service to the country it’s time for us ordinary members of the public to express our thanks to her and do it in a manner that would showcase British craftsmanship and for her and/or the government to fly the flag for the UK

Decisions on a public funded yacht would be a matter for members of the public and not the UK Government and Parliament. You could start a petition calling for the UK Government or Parliament to fund a yacht, if that's what you'd like to see happen.
