Ban the business practice of cold phone calling then blocking the line

Additional Information

There is a current practice of a business calling on the phone, not answering when you pick up the call ,but worse , they will then keep your line blocked for anything up to 45 mins, this is so dangerous should an emergency call needed to be made , this is harrassment and also very dangerous , it needs to be stopped now.
