Require all fast food proprietors to print the vehicle reg. on the bags & boxes.
Pass a law making this mandatory and when the litter is discovered have it returned to the owner with a substantial fine and cost of postage.
It would reduce littering, protect the local vegetation and wildlife, approve the quality of life for the local people, encourage an attitude of responsibility in handling waste and likely generate funds which go towards local causes such as conservation.
